Sinds de jaren 90, en als gevolg van de evolutie van computertools en netwerken, zijn er steeds meer vragen omtrent gegevensbeveiliging.


Hoewel technologie een ruim scala aan mogelijkheden biedt, is het zaak om deze op een veilige en betrouwbare manier te gebruiken. Doordat we geconfronteerd werden met de verspreiding en ontwikkeling van virussen, trojans, “phishing” (diefstal van identiteitsgegevens en identiteitsmisbruik) in het kader van elektronische handel en online financiële online transacties, moesten er oplossingen komen.

In 1999 some of the most important banks in Luxembourg have created a consortium to analyse the possibilities of the creation of an electronic security solution.

In the meantime, the Government of Luxembourg sponsored studies aimed at the development of a solution to meet the needs of e-government.

On 14 August 2000: the Law on Electronic Commerce provided for the first time a legal framework for all e-commerce activities. On June 1, 2001: the legal electronic signature is put in place. The regulation sets out the characteristics that an electronic signature must have to be recognized as legal.

In 2002, the Luxembourgish governement expresses his wish to work together with the banks for the development of a common solution.

On 4 March 2003: the economic interest group "LuxTrust GIE" is created between the Luxembourg Government and a consortium of banks rallied around the Association of Banks and Bankers of Luxembourg (ABBL). Its mission is to analyze the feasibility of the creation of a public key infrastructure (PKI) that meets the common needs of all actors involved.

On 18 November 2005: the activities of the LuxTrust GIE lead to the creation of LuxTrust S.A. in order to set in place the solutions that the GIE has developed. Two-thirds of the capital of LuxTrust S.A. are in the hands of the Luxembourg State and the SNCI. The remaining third is held by private shareholders, mainly in the financial sector.

On 27 June 2006: LuxTrust S.A. obtains the status of Professionnel du Secteur Financier (PSF), which allows it to work even more closely with the financial sector while ensuring the necessary privacy and security.
